Based on the vision and mission
statement set out in the Ministry of Foreign Affairs 2004-2009 Strategic Plan,
the operational programs are as follows:
A. Strengthening Indonesia’s foreign policy capacity and optimizing
Indonesia’s diplomatic capabilities.
In an effort to ensure the effective undertaking ofIndonesia’s foreign relations and the realization of
the Foreign Politics Basic Program, the operational programs of the Ministry
for Foreign Affairs are
divided into the following categories:
1.Strengthening
support for the sovereignty and unity of the Republic of Indonesia;
2.Settlement
of border issues through diplomacy;
3.Gathering
support for the candidacy of Indonesia in various international
organizations/agencies.
4.Improvement
of the image and perception of Indonesia;
5.Strengthening
diplomacy and foreign politics;
6.Improvement
of Indonesia’s Legal Assistance abroad and the levels of service and protection
provided to Indonesian citizens overseas.
7.Strengthening
of humanitarian diplomacy;
8.Solidify
the organizational structures of the Ministry for Foreign Affairs and the
Republic of Indonesia’s Diplomatic Missions abroad;
9.Benefiting
from international agreements and international law in the interest of
Indonesia;
10.Improvement
in the quality of instruments and infrastructures;
11.Improvement
of coordination between the Ministry for Foreign Affairs and the central and
local government institutions in matters of foreign relations
and foreign politics;
12.Strengthening
the information system and public diplomacy;
13.Increasing
public support for the undertaking of foreign relations and realization of
foreign politics.
14.Increasing the level of public participation in the foreign
policy-making and relations process.
15.Improvement
of the quality of public diplomacy in Indonesia;
16.Improvement
of the quality of formulation of policy in relation to foreign relations and in
the realization of foreign politics;
17.Ensure
effective diplomatic security;
18.Improvement
of the quality of human resources;
19.Improvement
of the protocol service, diplomatic facilities, and consular affairs.
B. Improvements in International Cooperation
In an effort to ensure the
effectiveness of Indonesia’s foreign relations
and the realization of the Foreign Politics Basic Program, the operational
programs of the Ministry for Foreign Affairs are divided into the following

1.Improvement of trade, economic, and
investment cooperation;
2.Improvement of technical cooperation
and transfer of technology;
3.Improvement in facilitating
cooperation in manpower
4.Development of ASEAN cooperation;
5.Improvement of cooperation for
combating trans-national crime;
6.Improvement of extradition
cooperation between ASEAN countries;
7.Improvement of relations and
cooperation with Asia-Pacific countries;
8.Improvement of Indonesia’s strategic
cooperation with Asia-Africa countries;
9.Improvement of socio-cultural
cooperation;
10.Securing the interests of Indonesia
and improvement of cooperation in preventing international crime.
C. Confirmation towards International Peace Commitments
In an effort to ensure the effectiveness of
Indonesia’s foreign relations and the realization of the Foreign Politics Basic
Program, the operational programs of the Ministry for Foreign Affairs are
divided into the following categories:
1.Strengthening of multilateralism and
democratization of the UN;
2.Development of regional and
multilateral cooperation in various areas;
3.Increasing the role and contribution
of Indonesia in maintaining security and world peace;
4.Reaffirmation and expansion of
political cooperation;
5.Increasing the role and contribution
of Indonesia in the formulation of the policies of international organizations.
